With reference to your letter of the 22nd June,

No.30162/27, relative to the Hong Kong Ordinance No. 3 of

1927 entitled "An Ordinance to provide against accidence

in factories", I am commanded by My Lords Commissoners of

the Admiralty to acquaint you, for the information of the

Secretary of State, that They note that, in accordance with

the definition of "Factory" in Section 2 (a), the Ordinance

purports to deal only with factories used in commercial

undertakings; and, in view of this fact, They see no

no ground

for objection on Their part to the Ordinance.

With regard to the report of the Attorney General of

the Colony, My Lords would have objection to H.M.Dockyards

and other Naval Establishments at Hong Kong being brought

within the scope of the Ordinance, notwithstanding the

reasonable nature of the provisions of the Ordinance as

applied to the factories of commercial undertakings.

Further, whilst My Lords will be glad to give direct-

ions for due note to be taken of the obligations imposed,

under the Ordinance, upon commercial undertakings in

connection with the protection of the workpeople in
